Inovadora + Optidata Case: how IT became an ally of public health in more than 200 municipalities
Cost reduction, zero impact on critical operations and technical partnership: a migration from AWS to Brazilian Premium cloud
Juliano Trentin

When it comes to public health, seconds make a difference. Inovadora Sistemas, specialized in technology for health departments, hospitals, UPAs and municipal consortia (CIS), needed to ensure their platforms were available full-time. Any unavailability affects direct care for more than 12 million citizens in 10 Brazilian states.
The operation, which was already on AWS due to high availability, began to face a new equation: maintaining performance without bearing the rising infrastructure costs.
“We had good stability, but with increasing costs. That’s when we decided to look for alternatives in the market and conducted some proof of concepts with different providers”
explains Rogério Malta, the company’s infrastructure coordinator.
The challenge: reducing costs without compromising the mission
After proof of concepts (POCs), Optidata was chosen for the combination of economy with high technical capacity and humanized support. The factors that weighed in the decision:
- Approximately 40% savings in infrastructure costs
- Guaranteed scalability, without refactoring the entire operation
- Support with 8-minute SLA and 99% NPS
- Two robust data centers, with sustainability and security standards
But there was a challenge: migrating without stopping. Inovadora serves critical health systems, and any downtime window would need to be zero or minimal. “Even scheduling with clients, the unavailability time had to be null. And this required real-time monitoring, quick response and a ready team on both sides.”
The solution: coordinated migration, containers and close support
The migration involved not only changing cloud infrastructure, but also containerizing much of the applications. This brought immediate performance and stability gains. The process was done together with the Optidata team, which assigned technicians to monitor transitions in real time, including outside business hours.
“For each migration, we scheduled date and time. They monitored everything live. And all the adjustments we needed were made immediately.”
Reinforces Rogério.
Optidata’s architecture, based on isolated environments, continuous monitoring and multi-region infrastructure, was decisive for the transition’s success.
The results: economy, agility and end customer confidence
The change was felt not only internally, but also by those who matter most: the end customer. Health units noticed improvements in availability and system response.
| Before migration | After migration to Optidata |
|---|---|
| High cloud operation cost | 40% reduction in monthly cost |
| Non-containerized applications | High-performance containerized systems |
| Impersonal ticket-based support | Close technical support, no bureaucracy |
| Dependence on pre-scheduled maintenance windows | Continuous availability even during migrations |
“For every problem, I had a quick response. And more: I didn’t need to negotiate values every time I opened a POC environment. I had the freedom to test, validate and only then discuss commercially. This shows the level of partnership.”
A new relationship model: from cloud as service to team as extension
For Inovadora, the impact goes beyond infrastructure. According to Rogério, the Optidata team is now treated as an extension of the company’s own IT team.
“I gained a technical body. They are with me. When I need to resolve something urgently, they act as if they were inside the company. This partnership allows us to be more agile and resilient.”
Beyond agility, the flexibility to create temporary environments for testing and approvals — without bureaucracy or upfront charges — gave the company the breath to maintain its vocation for innovation in the public sector.

And today, how is Inovadora?
Today, Inovadora is at a new level of technological maturity. With the infrastructure migrated to Optidata’s Premium cloud, the IT team operates with a focus on innovation and resilience, without wasting time on instabilities or inefficient support. The company continues to expand its operations in the public sector, with technical capacity to serve even more municipalities and expand its portfolio with security, performance and peace of mind. The partnership with Optidata, more than a one-off project, has become a strategic pillar for the company’s growth and sustainability in the coming years.
